What makes the pager specifically resistant is that accuracy is the wrong axis for it. An agent can be right 99 times out of 100 about whether something deserves a page and still be a disaster, because the entire reason the pager exists is the hundredth.

Suppression decisions concentrate all their value in exactly the tail where a classifier is weakest, so a strong aggregate number tells you almost nothing about the only case you bought it for.
