The question about the first two weeks is the best test in this list. A partner who can describe exactly what they will look at, who they need to talk to and what you will have at the end of day ten has done this before. A partner who answers with a methodology slide probably has not.
I also agree with your warning on fixed prices set before anyone has seen the data. That price is either padded or it becomes a change order argument later. The honest version, in our experience, is a fixed price for a defined first phase, where the output is a working piece plus a clear description of the next problem. Each phase then gets its own fixed scope based on what was learned.
The export question deserves more weight than it usually gets. Asking how you would leave on day one tells you a lot about how the partner expects to keep you.
