I have a Notion list also and get content ideas from the following:

Ideas from what I know already (I formulate some random headlines from my existing knowledge).
Ideas from books and other content I read.
Ideas from a new concept I learned, course I took or conference I attended.
I ask my audience what they want me to write about and I formulate some headlines.

In summary, ideas come from whatever kind of knowledge I have/ just gained. The action point is for me to keep learning and getting more knowledge thereby giving me more content ideas.
