Do you make them appealing for human eye of for twitter algorithm? :D That's the question. My point here is that you can make it adorable for someone to click on it, but if twitter decide to display that tweet to only 10% of your followers, you won't get that much in return.
We tend to write longer posts, especially when writing a technical articles. The good article should have some structure. Pace. Story. You often achieve this by adding subheadings. So your visitors can scroll your blog to get a better picture. Similar can be applied to twitter threads. Tell it in short words, but only interesting parts. Imagine you are a journalist and you meet the editor (or person who decides which stories go to the next newspaper issue), but you meet the editor at the stairs and have only one minute to present your next story. You wouldn't start from the ancient times, you would get straight to the point. Same goes with twitter threads.
About instagram stories. I can't really tell. Not my cup of tea as I can't imagine people going to instagram to read things. So I'm not doing it.
But, I would definitely recommend reposting. Even with the same platform. You will never reach all of your audience in one single try. Retweet it in a month. It will be different. You don't have to move to another platform.
