You're mentioning the CLOUD ACT and that it is a problem when using the regular AWS cloud with the US control plane.

The description of the AWS EUSC makes it look like it solves that problem, but that is not quite true. Even though it is a GmbH and all the employees are EU-citizens it is still a subsidiary of the US company which means that the CLOUD ACT applies to AWS EUSC as well.
