It's subjective I think. I usually measure how good a coder is by assessing the complexity of the project he or she has done. Then when I look at their code, I look out for 'best practices', the number of inbuilt functions of the language they've made use of. It can be faulty, this approach though because I've run into trouble trying to set the damn led pin to HIGH when playing with Arduino. It's really hard to pick the top 5%er. If you've worked at Google, FB, Instagram the likes, you get mad props from me.
