The part about discovery being the real barrier is probably the most accurate point here. Finding one relevant tender isn't that difficult. Finding enough of them consistently to make it worth the effort is a different problem. Curious what tools you would actually recommend for a small team. Do you normally work directly through TED/SAM.gov, or are there good aggregators that save enough time to justify using them?
