Laravel or lumen could get you up and running super quick. If JavaScript is your flavor hapi is pretty fast too.

The only way I can imagine doing that is to give them a textarea to put the sql into and then you parse it and add scoping before execution or just straight up separate databases per account.

I would just build some sort of UI as a 'Report Builder' that way they can build what they need but you are scoping it to their account.

I put SSL on everything except my client dev server. I use LetsEncrypt for most things but you can get super inexpensive basic validation SSL certs from Namecheap . I buy all my paid for SSL certificates from them and the process has been absolutely painless.
