I would go for the approach that technology enables you to do more good as well as more harm.
etymonline.com/word/technology if you look at the root of the word you already see it's about 'systems and art/craft'
they are neither good nor bad. But we reached a point where our technologies enables us to do damage and good on such a large scale that it can be frightening.
so to me it's a multiplicator of abilities. It's an ethical dilemma. Not a technological one. Having a longer stick than your opponent already can be seen as a better technology. (as example in the korinthian wars the reform of Iphikrates).
That's my reasoning of technology.
