Before I left France to come to Canada, I first visited it (several times) and I sent resumes, letting them know that I'll be there and available for in-person interviews. As I hadn't any work permit at that time, it was obvious that it was not for immediate hire, but it helped making connections. If the company then struggle hiring someone locally, you are in first place. I had that luck and the company helped me getting my work permit, which make moving to the country much more easier.
There's many other faster and more direct ways, but generally, people will hire people that are already there first, then people they have already met.
