No. These are different UseCases. Webpack is a Module Bundler, Browsersync is a Browser Refresher. Webpack alone does not provide the functionality that Browsersync does, but it can be used in conjunction with BS.
If you only need a Browser Refresh on Save/Build and Synched Websites on multiple Devices during Development go with BS. If you need Module Bundling and much more stuff, use Webpack.
BS can be described as an extended and much better working version of http://cssrefresh.frebsite.nl/.
Both doing a different thing. HMR does Hot Module Reloading, means reloading the module you changed in your JS. Browsersync does a full page refresh when JS is changed. CSS is injected directly.
