I found this question here in Chris Coyier's AMA on Hashnode. Just thought to have the community's opinion on this.
Do you work with developers who are just experts in only HTML and CSS? Is there any real demand for such developers?

Well I don't know in other countries but where I live, Mexico, it could be work for that. Basically in Mexico there are a lot of companies who don't know anything about web but start getting really small web projects only requiring some html and CSS and using a lot of plugins.
The bad part about it is that, those jobs are low wage and also required other knowledge. I have a friend that does HTML and CSS, basically knows the very basic about it but what she really does is 3D & 2D animation, design, etc. Other very required job are designers with knowledge on web (HTML & CSS).
Those jobs are very low wage, around $455USD every month minus taxes and so.
Yes, with caveats. There are jobs for HTML+CSS specialists, although I would say very few with literally zero javascript involved. Most jobs would need at least basic DOM scripting skills and probably the ability to deal with tools like grunt. Jobs tend to be defined by what they focus on, hence earlier comments that there are JS devs who really aren't that great at HTML and CSS.
In a small startup, I couldn't imagine hiring someone with just HTML and CSS. Money tends to be to scarce to pay someone with such few skills a decent wage.
If you got to a huge company, say hundreds of developers - you might see it go the other way - so many people have HTML and CSS in addition to JS, any number of frameworks or backend languages that they might say, why even bother hiring someone with just HTML / CSS.
IE: knowing HTML and CSS have become almost trivial. It's par for the course - you must know it, in addition to whatever else you specialize in.

I have had my share of JS developers in past projects only efficient in JS related tasks. Sadly, JS-core developers are not that good when it comes to CSS/HTML. So there is a place for good HTML/CSS devs.

There are a number of jobs available that you can do just with your HTML and CSS knowledge.
For example, you can create email newsletters, take up website maintenance jobs from clients, build a website for small businesses in your city, etc.
