I just created a Frankfurt based Oracle account and I have the same error message (No shapes are available for this image....) for cloud.oracle.com/marketplace/application/76105157 for:

Only Windows-Server-2019-Standard-Edition-VM-Gen2-2021.11.09-0-QVWS-463.15 (2/11/2022) proposes:

• Shape: VM.Standard2.1
• OCPU count: 1
• Memory (GB): 15

Furthermore, Always Free-eligible only are assigned to:

• VM.Standard.E2.1.Micro
• VM.Standard.A1.Flex and are described as:

  This shape is either not compatible with the selected image, or not available in the current availability domain.

So your method seems to involve a shape cost.
