Able to follow and got the same result but for some reason, pop up is still showing. Any advise please?

Disconnect your system from any network connectivity or Wi-Fi and repeat the - Without Reformating Steps.
Restart your Mac and skip connect to network or Wi-Fi.
Then repeat steps 8 command, ensure you do it more than twice, if you get the error in step 10, you can reconnect your Wifi or internet.
