I am a designer (both UI and UX) with development skills and wannabe entrepreneur (http://pagelocity.com).
But, before everything else, I am a father.

Responsive can be achieved with CSS. Right now, all items are rendered using percentage for width and height, so they adapt to various screen resolutions. Some features: various representations (bar, column, waterfall, segment, gauge), threshold value, aggregated values (TBI), multiple series, stacked series. Regarding code, I am using jQuery for this because it helps me be more productive.
No, not really. Time is too valuable these days and customers want things done fast. Vanilla Js will be a rare find in tomorrow's sites. Microlibraries will keep gaining ground, and will be the way to go probably.
Yes. I have had my share of JS developers in past projects only efficient in JS related tasks. Sadly, JS-core developers are not that good when it comes to CSS/HTML. So there is a place for good HTML/CSS devs.
I am in favor of Semantic Ui as well. My next prototype will be based on that. The only thing that it is missing, in order to make it into the major league, is an advanced table component (filters/search/sorting).
Hi Nate, You have to practice, a lot, to get comfortable with the design process. Try to reproduce sites/apps you like without checking their source code too often. In this way you will discover and learn new techniques. After you get pretty skilled in doing this, try an pick some designs from Dribbble.com and implement them. Once you get to this point, I think you will be in a good position with your design skills. I hope it helps.
