If I want to build a site like this: actantvisuelle.com/main , where do I begin? Is it possible to use Vue, and if so, how?

I understand(?) there's two ways to go about it:

1. Use jQuery to register scroll events themselves, or
2. Use jQuery to register scroll events on elements

Please be gentle, I haven't been able to find any beginner-friendly tutorials, but I'm certain you nice people can help. Thank you!
