Bootstrap. Been looking at various material design libraries as well as less and sass lately though. Mixins have caused quite a bit of contention. look out for a whole new spark new wave animation using just svg and css. It is very exciting! How about you?!
Bootstrap but lately we've been making the change to materializecss it adds this feeling of modern design and you don't have to hack anything to make it look like material design. We only use it for material design projects
W3css is even available. Foundation is also a cool CSS framework used by a few developers compared to bootstrap but I personally use Bootstrap because it is widely used by a lot of front-end developers. Lately, most of the wordpress and html template is built with Bootstrap. It has a wider community than Foundation. It easy to learn and work with. And above all, it was developed by Twitter :)

Definely Semantic-UI , it is beautiful, have a lot of stuff, it is really semantic, good and easy grid system, may be the cons are the documentation, all you have is their website.
Test it and you will never change it.
