I would choose the decision threshold from expected value - saved customer lifetime value versus offer and contact cost - then report the precision-recall point at that threshold rather than defaulting to 0.5. The fiber-optic coefficient is also worth treating as a hypothesis, not a cause, because it may proxy for plan mix, price, or region.
