Why not install Debian or Ubuntu minimal (without DE) and remove everything you don't need? Afaik, that's the most low-level you can get with Debian or Debian-based distributions. It's rather easy to do so, and Linux in general allows for you to do whatever you want!
Emil Moe did you mean Alpine Linux? It's not Debian-based, though... and not a good Desktop experience at all, to be honest, because that's not the focus of the project. However, it's a good fit for Docker containers!

If you are ok with other Distros,
come with (next to) no pre-installed software, and you have to set them up yourself. I am on Gentoo (Desktop) myself, and I love it!
